Renting an HDB Room in Singapore: Rules and Costs

Renting a room in an HDB flat is one of the most affordable ways to live in Singapore, but public housing carries its own rules set by the Housing & Development Board (HDB). Getting them right protects your deposit, keeps your tenancy legal and avoids nasty surprises mid-lease. Here is what every tenant should understand before moving into an HDB bedroom.

The rules that govern HDB room rentals

  • Minimum tenancy of six months. HDB rentals, including single bedrooms, cannot be let for shorter periods.
  • Approval before the tenancy begins. The flat owner must obtain HDB’s approval to rent out the bedroom before the tenant moves in.
  • The owner must still live there. Only spare bedrooms in 3-room or larger flats can be rented out; an owner or authorised occupier must continue to reside in the flat. The whole flat can only be sublet after the owner has met the five-year Minimum Occupation Period (MOP).
  • Valid pass needed. Non-citizen tenants generally need a pass (Employment Pass, S Pass, Work Permit, Student Pass, Dependant’s Pass or Long-Term Visit Pass) valid for at least six months.
  • Occupancy caps apply. Larger flats may house up to eight occupants under the temporarily relaxed cap extended to 31 Dec 2028; the standard cap is lower.

Who can rent an HDB room

Tenants must hold the right immigration status and a pass with enough validity, and tourists cannot rent HDB bedrooms. HDB room rents are shaped by location, flat size, the room itself and what is bundled in. Rooms near an MRT station or in mature, central estates cost more than those further out. A master bedroom with an attached bathroom commands more than a common room sharing facilities.
